Last week the Capital Boulevard K-Mart was fined for the 7th time by the The North Carolina Department of Agriculture & Consumer Services. The eighth time that the big-box store has not met the inspection criteria. Inspectors fail a store when 2 percent of items purchased scanning for more than they are priced on the shelf.
