Tomorrow Night: Roundabout Public Hearing

Tomorrow night (Tuesday October 2nd) is the public hearing for the roundabouts on Hillsborough Street—both at Pullen/Oberlin and at Morgan. They are separate projects: Kimley Horn is presenting the Hillsborough Streetscape from Dan Allen to Oberlin, including the roundabouts. and PBS&J is presenting the Morgan/Hillsborough roundabout. Public Hearings are at 7pm in Council Chambers (downtown Raleigh at 222 W. Hargett Street in the Avery C. Upchurch Municipal Complex, room 305) and these two projects are first on the agenda. 

Public Hearings are attended by both Council and Planning Commission members. This is the opportunity for the public to speak about projects, and then they are typically referred to a committee of either Planning Commission or City Council for further discussion. Public attendance at those meetings is allowed, and this is the absolute best time for public comment, as all the folks that will vote on a project are in the room.

    Something that is important to note about this plan is that there is no bypass lane on this roundabout; whereas there is one on the Morgan St. plan. That design decision completely kills the purpose of that bypass lane (to move rush hour traffic through quicker).

    If they include the bypass lane at Morgan St., the traffic will just get held up at this roundabout anyway…. so I think they should just get rid of the bypass lane altogether.

    A major goal of these roundabouts should be an emphasis on turning Hillsborough St. into a “main street”.

    The current high volume of rush hour traffic should be pushed out to the Wade and Western Ave. collector corridors and the roundabouts will be the mechanism to encourage that.

    This should be a major concern addressed at the hearing tommorow.

    The city will hold a public meeting about the project at 6 p.m. in the Glass Room at Pullen Park Arts Center, 105 Pullen Road.
